New feature - favourite rulesets - was added recently.
This post describes all possible ways of sharing your ruleset with your friends.

1) Adding to favourites.

Just provide a link to ruleset info page to your friend.
He will see 'add to favourites' button on this page.
After clicking it this ruleset will be available in 'My Rulesets' section and when creating new army.
This ruleset will be 'read only' for your friend. Only you would be able to change it.

2) Sharing TWR file

Click the download link near ruleset name.
Send TWR to your friend.
He can upload it in 'My Rulesets' section.
This is a good way if you would like to work together on this ruleset.
Your friend will be able to change it and then send changes back to you via TWR.

3) Publishing Ruleset

If you consider your ruleset as 'done' and would like to place it in 'Open Ruleset Catatalog' for all users to use, just send me a private message. I will test it, mark it as 'public' and add proper category if necessary.

Sharing TWR file could be online like sharing a google doc.

Hmm, I assume you mean that a ruleset can have two or more administrators that can edit it together. This is in fact a very good idea.
Will just have to think of a best way to lock it so they wont be able to edit files at the same time. But this is not a big problem so thing is to be done.

No possibility to have a button "Validate for Open Publishing" (with Test/Edit/Delete...) for send to you?

I think there is not enough ready rulesets for such a feature to be necessary.
but maybe later it would be useful.
